【台灣醒報記者鄭羿菲台北報導】內政部日前公告1~9月建物買賣登記數較去年增約12％，但淡大產業經濟系副教授莊孟翰受訪時表示，「要說房市回溫還過早。1~9月的交易多為小坪數、中低價位為主的建商送東西讓利銷售，但豪宅交易量少，房市僅剩自住性的需求，與過往投資的性質不同。」他估計，今年房市交易預估為26萬多戶，但仍較前年29萬多戶少。

國發會公布的景氣燈號中，在9月已經連續2個月亮綠燈，而主計處24日也更新全年經濟成長率（GDP）大幅上修0.47％，來到2.58％。而內政部日前公布1~9月建物買賣登記為19.7萬戶，較去年同期增加12.08％，為同期連續3年下降後反轉上升，讓不少民眾好奇房市是否在景氣復甦的加持下反轉增溫？

「其實房價持續在下跌，在4月我說過：『房價要在3年內上漲的機會並不高。』現在依然如此。」莊孟翰受訪時表示，內政部公布的「1~9月建物買賣登記」數據與去年相比確實有增加，但是增加的內涵不同，今年交易的房屋多是「建商讓利」，也就是購屋時私下贈送傢俱、裝潢或停車位等，而買賣契約上則寫比較高的交易價，如契約寫交易2000萬元，但建商送了其他沒寫在契約內的東西。

莊孟翰說，「建商讓利行為，代表還有餘屋待交易，也等於房市還沒觸底，明年究竟會否觸底也看不出來，未來還有一段盤整期。」他解釋說，現在建商的讓利行為起源在2015年尾左右，當時預售屋開始以8折出售，由於打折出售能有些銷售成績，因此持續讓利打折出售。

「若影響因素都不變，預估今年建物買賣登記為26萬多戶，雖較去年增10多％，但前年買賣登記還有29萬戶，並沒有明顯的好轉跡象。」莊孟翰指出，現在的房屋市場中，由於房屋持有稅很重，導致投資人的誘因沒了，且家長為子女提早置產的因素也降低，目前房市只有「自住性」的需求，交易多為小坪數、中低價位為主，豪宅交易量較少。

不過，政府對房市的態度開始有了轉向，政大地政系特聘教授林左裕撰文指出，近1個月來，先是央行總裁宣稱台灣房市已「軟著陸」、交易量回溫、房價持穩；之後金管會隨即宣布今年底開始調降銀行房貸放款之計提風險權數，分別是自住宅從45％降到35％、非自住宅自100％降到75％。「央行與金管會聯手，目的在於穩定可能受房市低迷波及的金融業，鼓勵銀行放款及貸款購屋。」

林左裕建議，自住者須注意其實際需求及支付能力，每月房貸通常以不超過月所得的1/3為宜，最多不應超過月薪的一半，而投資者應注重租金收益率而非短期之增值空間， 畢竟在次貸風暴後的量化寬鬆（QE）政策後，高漲的房價相較於停滯的所得，「這次的資金鬆綁可能是最後的利多，想再預期巨幅的增值空間，可能性並不高。」
